Steven M. duBois, Managing Partner with the firm of Patent Portfolio Builders PLLC, practices in the areas of patent monetization, patent preparation and prosecution, patent opinions and patent licensing in the electrical and computer technologies. He has more than twenty-five years of experience in the patent field including corporate, law firm and government positions.

Prior to founding Patent Portfolio Builders, previously, Potomac Patent Group of Fredericksburg, he was the Chief Patent Counsel for a start-up optical networking company. In this capacity, Steve expanded the company’s patent portfolio by over fifty applications within one year.

Steve was previously affiliated with a large patent boutique for many years, most recently as an equity partner. He has drafted hundreds of original patent applications and authored numerous patent opinions and studies related to the scope and validity of patents. Steve has negotiated and drafted license agreements for corporations and individuals. He served as co-lead counsel in district court patent infringement litigation and was a member of a litigation team before the International Trade Commission (ITC). Steve has also mentored and trained numerous attorneys and patent agents.

Steve received his B.S.E.E. from Virginia Tech and was awarded his J.D. from George Mason University School of Law.

Prior to law school, Steve was a Patent Examiner at the United States Patent Office. Steve is admitted to practice law in Virginia and is registered to practice before the United States Patent and Trademark Office.

Dr. Remus Fetea joined Patent Portfolio Builders, previously Potomac Patent Group, PLLC, as an Associate Attorney and is now a Partner with the firm. Remus’ areas of expertise include the fields of physics, nanotechnology, semiconductors, telecommunications, optics and medical devices. He has authored more than twenty publications and presentations that were published or presented in the U.S., China, Singapore, Hungary, South Africa and Romania.

Prior to joining Patent Portfolio Builders, Remus worked several years at one of the largest intellectual property firms in the United States drafting and prosecuting patent applications as well as some opinion and litigation work.

In addition to working as an Associate and Patent Agent, Remus’ prior work experience also includes positions as a Visiting Assistant Professor at the University of Richmond in Virginia and as a Lecturer at the University of Cape Town in South Africa.

Remus received his B.S. and M.S. in Theoretical Physics from the University of Timisoara in Romania, his Ph.D in Theoretical Particle Physics from the University of Cape Town in South Africa and was awarded his J.D. from George Mason University School of Law.

Kris Kalidindi’s practice is currently focused on preparation and prosecution of patent applications in the electrical and computer technologies.

Kris was previously affiliated with large patent and general practice firms. He has extensive experience in drafting and prosecuting patent applications in telecommunications, antennas, computer hardware, graphical user interfaces, business methods and internet-related technologies. Kris has also assisted in patent and trademark litigation including drafting motions and trial briefs.

As a Patent Examiner at the United States Patent and Trademark Office (PTO), Kris examined patent applications in the areas of compilers, operating systems, databases and business methods. Prior to law school, Kris was a software engineer with experience in compilers, databases and artificial intelligence.

Kris received his B.S.E.E. from Florida Atlantic University, his M.S. (Computer Science) from the University of Miami and was awarded his J.D. from the University of Iowa College of Law.

Stephen W. Palan recently joined Patent Portfolio Builders, PLLC, previously Potomac Patent Group, PLLC, as a Partner. Stephen’s practice focuses on intellectual property counseling and portfolio management, including worldwide strategic patent procurement and licensing, as well as trade secret protection. He joined Patent Portfolio Builders, PLLC so that he could provide more personalized service, more reasonable billing rates, and in turn more value to his clients.

Stephen’s work in the patent field over the past twenty years has spanned all aspects of patent procurement and enforcement. During engineering and law school he performed patentability, validity, and clearance searches. While attending law school, Stephen transferred to the night program for his last two years to work full-time as an Examiner at the U.S. Patent & Trademark Office where he focused on telecommunications technologies. He then spent six years as an Associate in one of the largest Intellectual Property boutique law firms in the United States where he concentrated on patent application drafting and prosecution.

Most recently Stephen was a Partner in an international, America Lawyer 100 law firm, where he acquired a broad range of experience, including managing the technical aspects of patent infringement litigations and patent interference proceedings, working on trade secret investigations, evaluating intellectual property in connection with corporate mergers and acquisitions, and developing an Intellectual Property protection and patent procurement program for a Fortune 500 company.

Stephen’s practice covers a variety of electrical and mechanical technologies and he has extensive experience in automotive, communication, control system, and satellite technologies. His automotive experience includes vehicle safety systems, exhaust gas purification systems, and fuel cell technology. His communications experiences covers wireless, wireline, and data networking technologies, including access technologies, protocols, modulation, encoding schemes, and terminal design.

He is experienced in all aspects of U.S. patent practice, including infringement litigation and procurement, which also entails patent appeals, reissues, reexaminations, and interferences. His counseling work involves infringement, validity, and right-to-use counseling and opinions.

Stephen is admitted to practice in the District of Columbia, the Commonwealth of Virginia and the State of Maryland, and also registered to practice before the U.S. Patent and Trademark Office. He is a member of the Intellectual Property Owners Association and the American Intellectual Property Law Association. Stephen has been ranked by Chambers USA: America’s Leading Lawyers for Business Guide in 2012 and 2013. Stephen served on the Board of Governors of the Virginia State Bar Intellectual Property Section between 2006 and 2012 and is a past chair of the Board.

Luminita A. Todor, who is a Partner with the firm, earned a PhD in Nuclear Experimental Physics from Old Dominion University in 2000, and a J.D. from George Mason Law School in 2008. She is admitted to practice law in Virginia and to represent inventors before the U.S. Patent and Trademark Office.

Dr. Todor has extensive experience in scientific research both in the U.S. and in Romania. She worked as a Post-Doctoral Associate at the Carnegie Mellon University and as a Visiting Professor at the University of Richmond. While preparing and analyzing electron beam nuclear experiments at Thomas Jefferson National Accelerator Facility (in Newport News, Virginia), she had to master problem solving in multiple technologies: magnets, cryogenics, optics, data acquisition and processing, electronics, etc. Her previous experience in real-time quality control systems (gathered while working at the National Institute for Research and Development in Informatics in Bucharest, Romania) turned out to have been a useful knowledge base. She is author to over 100 articles.

After turning the focus of her career from scientific research to intellectual property, Dr. Todor worked for several years in one of the leading firms in patent prosecution located in Washington D.C., using her technical and legal skills in assisting inventors to obtain patents for mechanical, electrical, computer hardware, automatic data processing, medical devices, telecommunication, plasma displays, semiconductor devices, manufacturing, etc. patent applications.

Jeffrey D. Carter serves as Of Counsel to Patent Portfolio Builders PLLC.

Jeff is an experienced AV Preeminent® rated lawyer practicing in the field of intellectual property law, with a primary focus on patent law including patent licensing, patent preparation, patent prosecution, patent litigation, patent portfolio management and all related counseling. Although having a formal technical background in the electrical, electronic and computer-related arts, Jeff’s extensive legal and business experience, and diverse technical interests, make him well-suited to assist clients with licensing and litigating patents in any field of technology, including biotechnology and pharmacology.

Prior to starting his own firm, Jeff was senior in-house intellectual property counsel for a major international consumer electronics company that is widely recognized as one of the world’s top patent licensing companies. As in-house counsel, Jeff performed a multitude of tasks, including patent infringement analysis and all types of intellectual property licensing negotiations. Jeff was ultimately responsible for managing the company’s substantial intellectual property litigation in the US and was instrumental in favorably concluding numerous multi-million dollar transactions involving intellectual property. Tammy L. Pasto joined Potomac Patent Group of Fredericksburg, now Patent Portfolio Builders PLLC (“PPB“), in 2004. Tammy has twenty years of experience working in the patent and trademark field, both foreign and domestic. Initially, Tammy used her many years of experience as a legal patent assistant to assist the founding partner in setting up operations, as well as providing docketing, billing, correspondence, and other support for the relatively new firm. Using her past experience, including managing and supervising a new applications department, foreign filing department, and docketing department, Tammy implemented procedures to provide efficiency and growth in the firm.

While working as a legal patent assistant, Tammy decided to attend law school full-time in Washington, DC. Tammy continued to work at the firm while attending law school and raising her family. After graduating in May 2011, she studied for and passed the Virginia Bar Exam in 2011.

Receiving her license to practice law, Tammy began working at PPB as an attorney. Her legal experience at PPB involved commencing a trademark law practice area. Tammy’s trademark experience includes providing opinions for proposed trademark use, preparing and filing new trademarks, and trademark prosecution in both the U.S. and foreign countries. Tammy is authorized to practice before the U.S. Trademark Office.

George A. “Tripp” Willinghan, III, who is an Associate with the firm, is a Registered U.S. Patent Attorney (Reg. No. 41, 377) licensed in Maryland, Virginia and the District of Columbia. He has over 13 years of patent prosecution, licensing and litigation experience and has prepared and participated in the prosecution of hundreds of patent applications. Danny Lee works with Patent Portfolio Builders, PLLC as a Patent Agent. Danny has
over thirty years of experience in the patent field.

Prior to joining Patent Portfolio Builders, Danny worked at the U.S. Patent and
Trademark Office as a Patent Examiner including holding positions as Supervisory
Examiner and Senior Examiner. His background includes many years examining patent
applications in the fields of nonlinear optics, fiber optics and lasers.

Before working for the U.S. Patent Office, Danny was an electronics engineer with the
National Aeronautics & Space Administration (NASA).

While at the U.S. Patent Office, Danny received many awards such as the
AIPLA “Outstanding Contributions” Award in 1989, the U.S. Patent and Trademark
Office Bronze Medal Award in 1992, the U.S. Patent and Trademark Office Exceptional
Career Award in 2000 and the U.S. Patent and Trademark Office Distinguished Career
Award in 2001.
